Federal Vaccine Mandate Guidance at Texas A&M

Dear Texas A&M Employees:

In September, President Biden signed Executive Order 14042 requiring federal contractors who enter into certain federal contracts on or after Oct. 15, 2021 to comply with guidance issued by the Safer Federal Workforce Task Force. Currently, the Task Force's guidance requires any full-time or part-time employee working on or in connection with a covered federal contract, or working at a covered contractor workplace, to be fully vaccinated against COVID-19.

The Task Force's guidance also includes certain masking and physical distancing requirements at covered contractor workplaces.

Texas A&M University is currently negotiating contracts or contract amendments with federal agencies that will require compliance with the Task Force's guidance. The Texas A&M University System has more than $2 billion in federal contracts at risk if we do not comply appropriately with this federal mandate.

In anticipation of signing those federal contracts, Texas A&M has begun to implement processes and procedures to comply with the Task Force's guidance, including identifying those employees and facilities that will be subject to the COVID-19 vaccination, masking and physical distancing requirements.

Once Texas A&M signs a federal contract, it will provide specific instructions to the impacted employees about the steps they must take to comply with the Task Force's guidance. The Texas A&M Human Resources and Organizational Effectiveness Office will notify those employees by email. That communication also will include information about an application process for requesting an exemption, as well as additional compliance requirements if you do receive an exemption.

Please note that Texas A&M is not subject to OSHA's Emergency Temporary Standard on COVID-19 Vaccination and Testing, and any court rulings relating to that Standard will not impact Texas A&M's requirement to comply with Executive Order 14042 and the Task Force's guidance for federal contractors.
