Michael O'Quinn was named vice president for institutional and federal affairs for Texas A&M University in February 2008. This position serves two primary functions – developing institutional strategies to achieve university goals and coordinating federal government related activities. O'Quinn is tasked to seek ways to better position Texas A&M regarding higher education issues and provide analysis on vital A&M matters. He is also Texas A&M's liaison with members of congress and national association efforts seeking to support the goals of Texas A&M and higher education.
Prior to his appointment, O'Quinn was named vice president for governmental affairs for Texas A&M University in 2002 and vice president for governmental affairs for The Texas A&M University System Health Science Center in 1999. Previously, he was assistant vice chancellor for state and public affairs for The Texas A&M University System.
O'Quinn has served as assistant chief of legislative affairs and assistant to the chancellor during his 18-year career with the A&M System. He also held the positions of staff assistant and staff assistant for press affairs for U. S. Senator Phil Gramm.
O'Quinn received a bachelor of science degree in political science and a master of public administration degree, both from Texas A&M University.
